Community-based waste management faces challenges not only regarding limited facilities but also concerning user behavior, institutional coordination, and the sustainability of material utilization pathways. This initiative aims to develop a circular economy-based waste management model using a Participatory Action Research (PAR) approach, integrating waste sorting, plastic collection, organic waste processing, environmental education, and the strengthening of local management. The activities were conducted from July 1 to July 31, 2026, comprising participatory diagnosis, collaborative planning, implementation, observation, reflection, and program adjustment. Evaluation methods included observation, interviews, documentation, logbooks, and simple questionnaires, with descriptive analysis applied to implementation feasibility, participation levels, and initial outcomes. Results indicate the establishment of two biopore units and three "Cemplung Plastik" (plastic drop-off) facilities, an agreement on plastic sales channels at a price of IDR 2,100/kg, the adoption of composting and eco-enzyme practices, the repurposing of used water jugs as planting containers, and 100% participation among the target group of 30 students in environmental education. Key findings reveal that the mere presence of facilities does not automatically ensure optimal participation, as users weigh factors such as time, effort, and procedural convenience. From circular economy and management perspectives, system sustainability is influenced by user-centric design, clear role allocation, material value chains, and local stewardship. The initiative’s contribution lies in integrating participatory diagnosis, circular material pathways, experiential education, and local management mechanisms into a unified model. Long-term behavioral and ecological impacts could not be determined due to the limited duration and lack of follow-up data.
